A Ministry of Defence unit supporting workforce capability and professional development across the organisation needed a faster, more accurate way to assess whether existing qualifications and apprenticeship standards could meet defined training requirements – and identify precisely where gaps remained. Working with Agilexe, the team moved from a manual, time-consuming process to a live, AI-driven mapping capability that compares training objectives against the qualifications and apprenticeship standards available through Ofqual and Skills England in minutes, with a level of detail and accuracy that was not practical to achieve manually at scale.

Challenge

  • Manually reviewing qualification frameworks against defined training objectives was slow, inconsistent, and heavily dependent on individual expertise.
  • The team had no reliable way to assess at scale how well existing qualifications or apprenticeship standards met a defined set of training requirements.

Solution

Agilexe built on an existing capability within Shadow – which already allowed users to generate AI-proposed qualification and apprenticeship matches against defined training objectives – and significantly extended it in collaboration with the MoD unit.

The enhanced capability introduced live connections to the Ofqual and Skills England datasets, enabling Shadow to perform a full, real-time mapping of training objectives against the complete landscape of recognised qualifications and apprenticeship standards. The result is a two-tier capability.

At the first tier, the team can import lists of training objectives and map them against courses and qualifications at programme level – within minutes, receiving a highly accurate assessment of alignment and a clear definition of the training gap. At the second tier, once a specific qualification or apprenticeship standard has been identified as a candidate, Shadow maps each training objective directly against the relevant objective, knowledge, skill or behaviour within it. This produces a granular, evidenced gap analysis that makes the decision to adopt, adapt, or develop from scratch fully defensible.
